Summary
Encourages the purchase and adaptation of accessible vehicles so people who use wheelchairs can travel more easily, helping maintain, expand and diversify transportation services across Quebec. Funding covers up to 100% of eligible actual costs: qualified paid-transport automobiles up to $35,000 ($9,000 acquisition and $26,000 adaptation), rental automobiles up to $26,000 ($7,000 acquisition and $19,000 adaptation), and bus adaptations up to $50,000 for categories 1 or 2 or $27,000 for categories 3 to 6; factory-accessible new automobiles may receive the applicable full automobile cap. Automobiles must be new and meet first-owner and accessibility requirements; buses must be no more than four model years old at adaptation and Commission des transports du Québec (CTQ) registration, accommodate at least two wheelchair users simultaneously and retain at least half their original passenger capacity. Vehicles and conversions must meet Canadian safety standards, and conversions must be done by a Transport Canada-accredited firm. Applications are continuous and assessed first come, first served within regional budgets during the programme ending March 31, 2028; payment follows verified documents and a five-year written commitment covering Quebec registration and accessible service, with repayment and transfer conditions, and payment documents are due within 60 days of the award letter. Use V-3039 for automobiles or V-3030 for buses and email Aide-TRP@transports.gouv.qc.ca, naming the programme and stream in the subject; ongoing service conditions and rental provisions are detailed in Monitor.
Eligibility
Owners of automobiles qualified for paid passenger transportation operating in Quebec, including individuals and legal entities; vehicle-rental businesses operating in Quebec, including non-profits serving people with disabilities without rental activity specified in the Quebec enterprise register; and operators in Quebec holding intercity, charter or tourist bus permits issued by the Commission des transports du Québec (CTQ). School bus carriers offering charter service under article 5 of the bus transport regulation may also qualify for bus adaptations in remote or isolated regions where no other carrier holds a charter bus permit serving those regions; this is service-provider funding, not a personal-use vehicle benefit, and applicants or their subcontractors listed on Quebec's register of enterprises ineligible for public contracts (RENA), or applicants in default of prior Quebec funding obligations after formal notice, are excluded.
