Summary
Québec measure that pays subsidized childcare services and subsidized home-based providers for the additional accompaniment hours a child with a disability needs, where those hours are not fully covered by the existing integration allowances (AIEBP and AISG). In force since September 1, 2026, replacing the Mesure exceptionnelle de soutien à l'intégration; no new MES application can be made for 2026-2027. The 2026-2027 budget rules recognize three accompaniment hours per day of occupancy for a child eligible for Retraite Québec's benefit for children with disabilities, six hours at tier 2 of its companion benefit for children requiring exceptional care, and eight hours at tier 1, each multiplied by $30.43; the rate and the three tiers are confirmed for childcare centres, subsidized garderies, and home-based childcare in the 2026-2027 budget rules. No deadline is published for a first-time claim. Eligibility is retroactive to the date the child qualified for the benefit for children with disabilities, but never earlier than September 1, 2026, and the 2026-2027 amount is calculated on occupancy from September 1, 2026 to March 31, 2027. October 15, 2026 is the renewal deadline for children who held an acquired right under the MES in 2025-2026 and need added hours; a later filing is treated as a renewal without changes, no additional hours can be granted, and a renewal without changes is due by February 28, 2027. Subsidized educational childcare services and home-based childcare coordinating offices obtain advances through the ministry's AEI form, which covers September 1, 2026 to March 31, 2027 and is refiled before the tenth of a month only when a change affects the monthly payments.
Eligibility
Subsidized educational childcare services (SGEE) and subsidized home-based childcare providers (RSGE) in Québec, for a child eligible for Retraite Québec's benefit for children with disabilities, known as the SEH, or who qualified for the MES in 2025-2026. Written parental consent signed by both the provider and the parent, and an annual accompaniment report signed and given to the parent, are required.
