Summary
Funds accessibility retrofits meeting or exceeding AODA and Ontario Building Code requirements, including paths, ramps, doors, parking and qualifying interior lifts and washrooms. Interior work is restricted as stated in Eligibility. Professional plans, changes of use, adaptive reuse, qualifying affordable infill housing and brownfield or greyfield redevelopment may qualify. Every project requires a building permit and at least two estimates. Applications are first come, first served and subject to City budget allocation; the remaining 2026 budget is not published [Unconfirmed].
Eligibility
Property owners and tenants authorized by the owner, for commercial, industrial, institutional, mixed-use and multi-unit residential properties anywhere in Owen Sound, and for all heritage properties in the city; single-detached dwellings and other residences are not eligible. Interior improvements are funded only for buildings on the City's heritage register, designated under Part IV of the Ontario Heritage Act or in the River District, at the City's discretion. A pre-application consultation with City staff is required, property taxes must be current, and the application must be approved by Council or its delegate before any work starts. Greenfield development is not eligible.
